Allowable weld strength 1

Could anyone clarify for me why the allowable weld stresses in TABLE 6 of Blodgett (Design of Welded Structures)are less than the AWS D1-1 prescribed 0.3x(nominal tensile strength of weld)? My own suspicion is that there is a reduction of 75% factor included. If so why?
 
Does the edition of Blodgett predate the code requirement?

My Blodgett is the 1998 edition and AWS D1-1 is 1992 edition
 
I really have no answer, going from memory, I thought AISC used the same as AWS.
