Allowable Uplift Deflection - Wood Framing

Does anyone know where I can find the allowable uplift deflection for a wood framed building or uplift deflection for metal components fastened to wood. I know that Simpson uses an 1/8” deflection for straps but where did they get that number from? For a 3-story wood framed building with straps at each level , the total deflection could be 1/2". What is a total acceptable uplift deflection? Also, suppose the building shrinks after the straps were installed, there could be even more uplift deflection. How is this accounted for in the overall uplift deflection calculations?

Table 1604.3 of IBC specifies deflection limits but I believe those limits specified for walls are out of plane limits.

Any thoughts?
