What kind of major design parameters are encounter with railroad construction over the permafrost regions of Alaska and other parts of the world?

In calculating the components of a number twenty turnout for 136 lbs. rail where can I find a standard drawing of all the geometry of the assembly?

The drawings for the standard turnouts are available in the AREMA Book of Standard Plans, although each railroad has it own variations based on these plans.
