AISC 13th edition table 7-8

I am looking at table 7-8 of the AISC 13th edition and trying to figure out how to the value C is calculated in the table. There is a formula on page 7-19 that states Mmax=1.25*Fnv*Ab*C'. So you would think it would be able to determine C once you know C' but for some reason I am not able to figure out how they calculated C. Does anyone have any insight into how C is calculated once you know C'?

I'm not sure C can be calculated from C'.
From the General Nomenclature in the back of the Manual:
C = Coefficient for eccentrically loaded bolt and weld groups.
C' = Coefficient for eccentrically loaded bolt groups subject to Moment only.
You choose which to use depending on the loading condition.

All I know is P/A and Mc/I
 
Per page 7-19, C' is the case of Moment-only conditions (as Bagman suggests) for angle of load application = 0 degrees.
They state that this is a condition where the instantaneous center is in the same location as the center of gravity of the bolt group.

So C is not equivalent to C'.
Getting the C values requires an iterative solution.
