Is it necessary to air test all repads or is this mandatory only when the pad is split? I can't seem to find the info in Sec VIII. Thanks in advance,

The telltale hole is mandatory. Tightness test with shop air/soapy water or other is not mandatory, but is good practice.

Follow-up:

Segmented (split) re-pads must have telltale holes where EACH segment has a clear path to the hole (one hole per segment).
