Agma 8-CH-13 quality designation 2

I have a gear drawing with "Quality 8-CH-13" designation. I suppose the quality class required is 8, but what does the 13 stand for?
 
Just a guess. But if CH means Carburized & Hardened then the 8 could be the quality before CH and the 13 could be the quality after CH. Often the process is to hob the gear, heattreat it, and then finish grind.
