I doubt there exists any such thing before you make it yourself for your own variabel conditions, every one of them changing constantly over time.
variabels being such things as:
valvetype
pressure class
fluid
material
location
competition
etc
etc.
I am not sure there even is a large difference if the valve else requiers a certain quality level, or if your company has a first class experienced purchaser....
However I think I see the reason for your question. Best way would probably be to ask for bidding or preliminary pricing for full qualified valves and a possible discount, if any, for valves without this issue. A full test certificate point for each valve less could possibly be part of such a discount, but you will have to ask!

please note that ISO 15848 standard consists of two parts: part 1 is about valve design qualification by means of type tests, while part 2 deals with production testing (of valves whose design has already been qualified to part 1).
Obviously, maybe you can save money (and time) if you buy valves which have been qualified already (if they have to type test frome the beginning, they will try to charge the type testing costs, or part of them, to you...), so that you may want production tests only, that are much simpler and cheaper...!

You may consider contacting valve stem packing suppliers who can give certified packing, try controller-one is low fugitive emission certified.

A "certified packing" (as suggested by itascot) may help, but for sure is not enough if the requirement to fulfill is compliance to ISO 15848-1 standard: that is a qualification of the valve design (not of a single component) and may be achieved only by type-testing fully assembled valves (mock-up fixtures, for example, are clearly excluded by the standard...).
On the other hand, in order to qualify the stem packing itself, as a stand-alone component, other standards exist, like API 622, for instance: about this issue, see also thread408-253784 within this Forum.
