Adding coupling to drained tank

A customer is requesting our field division to install a 2” coupling in the top of a drained, but not cleaned, horizontal Methanol storage tank. The customer is proposing to purge the tank with liquid nitrogen. Then an explosion meter would be used to monitor before welding.

Is there a safe procedure to perform the requested work? A quick scan of API publications indicated some publications that may touch on this. Do any of the publications listed below contain information applicable to this request? Are there other procedures that would be more applicable? Or is this type of procedure not recommended?
