I would like to compare UBC 97 and ACI-530 about boundary element requirement for masonry shear wall. I know that UBC require boundary element when compressive strain is greater than 0.0015 using factored load and R=1.1. I don't have ACI-530 can somebody explains me the ACI-530 criteria?

The UBC and ACI don't conflict with each other. They may treat specific subjects more rigorously. They each have their area of applicability.

In either case, what you attempt to define is a column element at the ends of your shearwall to carry the axial forces of overturning.

It appears you are designing in earthquake country. Considering the death toll associated with structural failure of masonry buildings, the more rigorous design treatment of shearwalls is likely not just a good idea, it is required by law.
 
For large loads particularly lateral, I think it's prudent to ensure detailing and design points of the UBC be met as well as ACI 530. I consider ACI 530 a threshold minimum design guide and inadequate for high seismic conditions.

Then again, where a minimal treatment is warranted, I'm comfortable with ACI 530.
