ACI 301 & 347

Hello,

I made some drawings for building a foundation, footing, and slab specifying compliance with ACI 301 and 347 and that any trowel marks would have no vertical profile on the finished slab. This work is for a new house that I am building. Having a mechanical background, I am not familiar with these publications; however, I was told by a civil engineer these are the most appropriate guides for this type of work. The engineer that gave me the advice is no longer here.

The work was done; however, the quality of it is appalling. The formed walls that were called out in the sketch were to be 8” thick. The walls stand 2’ above the finished concrete floor. The finished wall ended up being between 7-1/4” and 9” thick. Obviously, this cannot meet any acceptable construction standard. What is the tolerance for thickness, in formed concrete walls, as stated in ACI 347 (wall is 2’ high and 24’ long)? What is the tolerance, for a concrete slab, as stated in ACI 301 (slab is 30’ x 40’)? I checked the public libraries here and they do not have these documents. Any help would be appreciated.

In addition to the above, I did specify a slab flatness of 1/8” in 10’ with a slope to drain in the garage parking area of 1/8” per foot. The finished floor ended up with areas, when wetted, with standing water of ¾”. This too cannot be acceptable by any construction standard in my mind? Is there any way a contractor can justify this type of work?
 
ACI 301 refers to ACI 117, Tolerances for Concrete Construction. ACI 117 calls for a tolerance of +3/8", -1/4" for walls under 12" in thickness. ACI 301 states that any concrete that fails to meet the criteria of ACI 117 may be rejected.
