Acceptation acording to ASTM D3359

We performed an "X" cut Adhesion test acording to ASTM D3359, with some results been clasified as 2A, and the standard does not say what classification can accepted. Please lead me to an acceptation criteria from 5A to 2A in a petroleum tank facility close to the sea
