acceptable amount of halide for J-std-004

J-std-004 classifies REL0 or ORL0 as having 0% halide as verified quantitatively by IPC-TM-650 test 2.3.35. Does this imply that there should be no detectable halides, meaning that it takes virtually no silver nitrate to get to the red-brown titration end point? I don't see a threshold value to qualify as REL0 or ORL0 unlike REL1 or ORL1 (< 0.5wt%).
