Absorption Style Desuperheater Control

Currently have an operating absorption-style desuperheater that is difficult to control. At low flows, even though the temperature controller is demanding more condensate, no matter how much is going in, the steam temperature does not vary significantly. Any suggestions on control for this application?
 
Your question is a bit too general. You need to be more specific on what you have done, such as establishing if the instrumentations are correct (installation, calibration etc.). At low flow, what are the operating conditions, such as steam flows, pressures, temperatures, and desuperheating water flow, pressure and temperatures. Check control valve functions, set points etc. No problem at full load etc.?
