ABS Regs on Skin Valves

Does anyone know what the ABS regs are for skin valves? Material's allowed? Etc.

Several items came up on a check of the ABS regulations at

I am not familiar with the term skin valve.

ABS Rules for building and classing steel vessels under 90m, (Vessel Systems & Machinery) rules for shell valves should be found in Part 4, Section 2, sub-sections 19 through 25.
