AASHTO LRFD Long or Short Footing Heel Definition

Does any one have the the AASHTO LRFD definition for a long or short heel for a retaining wall footing. Fig.C3.11.5.3.1(a)is the reference. Rankine or Coulomb pressures is the main question. Any feedback is appreciated.
