That is used for tendons from what I understand. Is there a way to retrieve its Fy value and its E modulus of elasticity? I only have info about its Fu ranging between 250 - 270 ksi.

Look at the ASTM spec. for that material. Or, call the supplier, they should have a spec. sheet on the material they are using. E should be about 29,000ksi. On those types of steels, there is not a well defined yield point; there will more likely be a yield stress/strength at some strain offset, like .2%.
