A325 Bolts used without washers 1

While visiting a large jobsite the other day, I noticed that they were assembling massive galvanized truss units (200+ feet) with A325 bolts and no washers on either side. The holes are matched plates with round holes (not slotted). I have normally understood that a washer should be used on the “turn” side. Is this practice of using no washers standard or some special condition?
