I have been searching to no avail for the difference between A312 TP304 and A312 13b TP304.

Any information would be appreciated.

Im not exactly sure what 13b means, but it seems to refer to a certain edition of A312.
Is that what your question is about? If so, then Im not sure to which (other) edition you're comparing it.
 
It appears that in 2013, A312 was revised twice. There was initial release, rev A and rev B.

I believe that's what the 13b is referring to.
 
ASTM A312/A312M - 16 is the current standard. Publication Date 01 January 2016.
