A new stripper tower onto an existing skirt 2

A new stripper tower with plain end skirt to be cut and beveled by others onto an existing skirt of an old tower; I need to know which code to use, for NDE etc. Since it is non pressure retaining I do not see anything in SEC VIII Div 1. Any help is always appreciated.

Since it is going to be used as a structural member, I would use AWS D1.1 (assuming carbon steel) for the inspection criteria. For the design criteria, ASCE 7-05 or the applicable revision for your jurisdiction (again, assumes carbon steel).
