650 OR 653?

When you are mounting a new tank, and you have to repair a weld in the body. Is the tank API 650 or API 653?

I think the "scope" in 653 says it is for tanks that have been in service.

Thanks JStephen, you are right, it is said in section 1.1.1 that API 653 is for tanks that already had been in service.
