5KV flooded cables

5KV cables were completely submerged (fresh water, not energized). Do you think the stress cones definitely need to be replaced? Or can some testing determine if replacement is needed?

There is a good possibility that the stress cone will be watertight. It will be a good idea to perform a test to identify any moisture migration or potential insulation degradation prior to energizing the cable.

They definitely need to be retested at least. No brainer and peace of mind.
