5" plate to 2.5" flange

per the title, to accommodate a heavy swivel ring there is a proposed 5" thick plate that would be tapped to accept the swivel bolt. This plate would be bolted to the lifted piece which is 2-1/2" thick.

I was curious on any thoughts for shear of these bolts through such a thick plate. I'm thinking of using the AISC provision related to filler plates (J5.2) where a 15% load reduction is used but not sure if that is appropriate.

Hard to tell what is different about your configuration from a normal bolted plate connection without a sketch. Also remember that AISC provisions are for buildings and load combinations according to ASCE7-16/IBC provisions. Lifting loads often require considerably higher load factors.
