4’ x 3’ wooden landing foundation

Inspector wants 3’ deep (frost line) footings for stair landing. This is just a 3’x4’ platform with 3 steps. Currently it rests on a concrete slab that serves as the patio. Is there any reference that can be used to convince the inspector that a simple landing attached to the building via ledger and for argument sake, each leg/post can be further attached to the probably 4” thick patio slab using concrete anchors and simpson’s post base hardware. In my opinion this is overkill. Any pointers to the reference will be greatly appreciated. Or if we are worried about heaving effect, perhaps no ledger and 4 legs instead? It will rise and fall with the patio slab. There is about 6” of vertical drop between building door threshold and the landing.
