You need to add the note using Edit - Setup - Notes. The option is then available. Bit of a user interface balls-up from PTC.

come on now- are you trying to say that ptc would make a great interface like the wildfire interface- then totally schwak it with a bunch of hidden- bugged up- renamed functionality??? you must be thinking of Autodesk...LOL
