35000 barrels per day

would you please give me some advises regarding capex of a 25000 bpd condensate (gas condensate) refinery plant.

feed is condensate(not sweet) and products are as follows:

1- diesel 5000ppm sulphur content(not treated)
2- treated light naphtha
3- treated heavy naphtha
4- treated LPG

Some time ago I heard of the rule of US$30,000.00 per barrel. Not sure if this still applies or if it can be used for small facilities like this one. I have heard of one possible facility being put up somewhere in South America.
