33 kv cable joints

Hi,

Does anyone know if the NEC had any restrictions on using cable joints, tape, or preassembled ones.This is for 33 kV, 500 MCM cable trifoil formation runned on above ground cable ladder and also underground cable duct.The length of the circuit is 1800 m.
I was told that it is not allow and that 33 KV cables needs to be joined on a junction box.

"II. Requirements for over 600 Volts, Nominal
300.50 Underground Installations.
(D) Splices. Direct burial cables shall be permitted to be
spliced or tapped without the use of splice boxes, provided
they are installed using materials suitable for the application.
The taps and splices shall be watertight and protected
from mechanical damage. Where cables are shielded, the
shielding shall be continuous across the splice or tap."
That means for PILC[Paper Insulated Lead Covered] you need the classical
joint-a lead made one in a cast iron exterior. But for thermoplastic[PVC] or thermorigid[XLPE,EPR] NO SPLICE BOXES is required.
In a duct-manhole system the joint will be located in a manhole on a cable tray.
The same for cable tray.
"Cable Trays
392.56 Cable Splices. Cable splices made and insulated by
approved methods shall be permitted to be located within a
cable tray, provided they are accessible. Splices shall be
permitted to project above the side rails where not subject
to physical damage."
