316L NACE Compliance

Per NACE MR-01-75 / ISO 15156 does 316L (UNS 31600) have the same restrictions as 316 (UNS 31603)? That is without qualification can it be used for application other than instrument tubing or compression fittings.
 
The question is not clear. Are you referring to application of ISO 15156-3, Tables A.2, A.6 and A.7? If yes, then S31600 and S31603 are treated equally. You can refer to the latest table A.2 in Technical Circular 1:2007 wherein S31600 and S31603 are clearly shown as equivalent.

The dual certification for 316L/316 covers the NACE MR0175 Clause A.2.1.
Table A.1 refers the Austenitic Stainless Steel materials to "Any Equipment or Component" made of these steels, with the exception of few specific applications where other Tables also applies.
