3.1.b certification 1

As a supplier of materials we have occasional problems with manufacturers 3.1.b certification. the cast or heat number on the cert is not always stamped on the goods.

should these goods be returned for stamping? can we stamp the goods with the manufacturers agreement ?

Is there a document that outlines the requirement of 3.1.b that mentions the marking or stamping of heat / cast numbers for tracesbility ?
 
I'm not sure that you can use those goods at all when the stamp is not already there. Strictly speaking, the traceability is lost and won't come back without somebody cheating with the stamps.
