20KV to 400V Transformer L1 and L3 permutation.

Hello all! I have a question. At my site we have 20 transformer 20kv to 400v. The North Eastern Power Company NEEB that used to install these years ago they tended to connect the transformer so that the L1 and L3 cables on the HV side were crossed and then again on the LV side crossed again. Is there a reason for doing that at installation? Any help would be appreciated.
 
They are probably following a company engineering standard which places the phases and neutral in a particular order, North to South and East to West.
