10 psig design pressure

Have a vessel designed for 10 psig, is horizontal but kind of atmospheric with a free path for venting. Even in a crude service

Does it need ASME stamp?

I understand that ASME stamped is not needed below 15 psig

I'm not quite sure what your first sentence is asking but a vessel designed for 10 psig does not have to be ASME stamped (you can, but it's not necessary).
