Does 1,1-Difluoroethylene, Vinylidene fluoride (C2H2F2) considered as an oxidizing gas?
And does this gas included at acetylene group of gases?

It is not an oxidant but reacts violently with one.
Regarding the explosion gas group, I would recommend you check with a flame arrester vendor.
For Amal (a manufacturer), it is in the IIA group (acetylene) as shown in their standard documentation.
