I am designing multistory enclosed process building with negligible seismic forces. Main Wind-Force Resisting System is steel structure braced in one direction and moment connected in other direction. For tightening structural bolts can “Snug-Tightened” method be used?

This is not a simple yes/no. If building is R less than or equal to 3, and braced frames are OCBF, then bearing connections with snug tight installation is OK. For R greater than 3, within the seismic resisting system, the bolts must be pretensioned, but can be designed using the bearing shear values. In either case, if OVS holes are used, the connections must be slip critical and pretensioned. There are some other considerations in RCSC; such as, reversal of loading, A325 or A490 with combined shear and tension, or the use of slots and OVS holes.
