I think increasing the water flow rate can at least decrease the fouling. Lower water temperature at the interface will decrease the "baking" effect.

I am not in the field of pressure vessels. The question is why a vessel rated for less than 14.7 psig, not required to have an ASME stamp. Is there less chance of injury etc ??
There could be a vessel holding a high "volume" at 14.7 psig and a veseel holding very less volume at 14.7...
I believe Drazen and Inbcpe have the best advice. The first thing is to identify if the CMMS program is worth implementing b/c of time/ labor involved. How big is the plant? if it is a small plant a CMMS program is a waste of time, but if it is a major plant with hundreds of equipment on site...
The fire code for the province asks for valves conforming to ULC C842 to be installed on lines carrying flammable/ combustible liquids (or vapor). I am having a hard time finding valves conforming to the above code.

I agree with MJCRONIN,your calculations are good, but sometimes theory and practice are diffeent. SO i suggest that you should consider one size higher pipe size for header than is calculated. This is always safer then to midfy the header.
