polyurethane has great advantages, but it doesn't bond to everything unless you have maybe a primer. Epoxies have the tendency to crack from vibration. But it really depends on the environment.
I've used an RTV for waterproofing electrical fuse boxes in the past for work. This RTV also had very good chemical bond and was strong enough to hold vacuum as well.

to build bond for PVC - I would look into a primer containing Methylethylketone (MEK). MEK is the only solvent (with my experience) strong enough to degrade the PVC for a chemical bond.
