Is it possible to figure the area of rebar required for a concrete pier or column based on the given percentage (1%) and the size of the concrete member? I know you need the factored load typically, but I just wondered if we could figure it without?
I am working on a budgetary number for a parking ramp. The large footing pads do not have an actual rebar design yet, but there is a note stating that the reinforcing requirements shall be 1% of the concrete volume.

A good equivalent to #4 @ 12" EW is 6x6 - w2.1/w2.1 Welded Wire Fabric (WWF). It typically is purchased in 8x15 sheets or sometimes longer rolls and depends on your local area.
The design ended up with mat foundations. All of the larger interior and exterior loads are now supported by mats that are roughly 190-0 x 60-0 x 6-0 deep.
