If I disagree with my supervisor and I am the one signing the engineering plans What is the right way to do? What does ethics say? Just do what my supervisor say or confront him.

Can anyone share their experience/best practices what are the precautions/test or things to look after, after a rainfall event has occured during roadway construction?
for example - rainfall occured while preparing subgrade? Do one need to test for density after rainfall event?

My concerns is pipe leaking and leading to piping action. In major flood event, the roadway will be shut down. guard rail is specified. No such criteria as how long to drain. will have to hold water until the level in stream come down n release thru flap gates).

froude - community PW decide that the roadway can be inundated. If my project is determined to be 4' under water for 100 yr flood, doesn't that mean my culvert is under water as well and hence overtopping?
