one place I know about is UCS-75 (or maybe UCS-57). There you have a formula to calculate the extent of coldwork when forming the head. It has a limit above which you are required to normalize the head(or even the shell if the limits apply)

Why not read NACE MR 01 75 . It deals with means to avoid hydrogen embrittlement of various grades of steels in sour service. It provides formula for H partial pressure, charts and h/t required vs steel grade. I think it will help.
