Basicly you're right. Concepts are correct, and there are many relations between them and many branches from each of them, in a theoric and empiric sense.
Maybe you are confused. Panel has a resonance frequency, and resonator has one too. You can build a resonators array with a panel or more (perforated) please review www.iperf.org.

Really the noise is too high, but, first, you have to know the noise character to can know what machine or element is causing it. Maybe the noise is generated by the motor, or compresor or a misalignement between both of them that cause a overload and noise.

Can do convert from velocity vibration to aceleration vibration, directly or by a factor or procedure. I need to specify vibration values in acceleration, but references are in velocity terms.
