If you are using a "newer" version of AutoCAD, you can also use the Export command under the File pull-down. It will allow you to export back to a R-12 dxf.
I have just had an experience with a similar issue. I use AutoCAD Civil 3D and received a DWF to insert. All of the converters that I have found will convert the DWF to a DWG with a catch. The DWF becomes an image in the DWG file that is created. I don't know if that is of any assistance...
