Not sure the gear loading but perhaps cast nylon with MoS2 filler (Nylatron GSM) could replace the larger metal gear. Might need a metal hub still depending on the shaft loading.

What is the IPA purity. Perhaps a residue to forming. If you water rinse and vacuum bake at 100C do you get lower friction. I would suggest careful measurement of your fits would help to resolve some of these possibilities.

I look at AMS 2759/3 for guidance. I’ve personally aged 17-4PH in air. 1025F for 4 hrs. If you don’t like heat tint they wrap it in 321 SS foil. If this is a production part then send it out for HT.
There are many options with polymers. Unfilled PTFE has issues with creep. There are reinforced grades like Flourosint and Solid filled Lubricant or Oil Filled Cast Nylon. Other options are high pressure velocity grades of PPS, PET, PAI, or PEEK. If the stresses are too high (not enough area)...
Those are some good points. Single Crystal Ceramics sound like a much better fit. If you have issues with your Vespel consider a PBI grade like CU-60. The surface finish tends to improve with wear which may have added benefits. Good luck!
