I have used MSPaint as a work-around. Perform a print screen of the spreadsheet and save to MSPaint. Insert the bitmap file in the drawing. The size of the spreadsheet could be a limitation with this method.

Why? Consider re-installing the pipe at the design elevation. If this can not be done, determine if there is a setting elevation that will allow for the minimum cover.
