Add the 15 or 20 % over design tot he calculated heat exchanger surface. Then go back and recalculate the heat transfer cofficient based on the new surface area.

It is not hard to use a simple dose tank to feed on the suction side of the pump. Pipe it up so that it can be isolated, and then pressurized with the pump discharge and push it in to the suction. You can pump or gravity fill the tank depending on the size.
