I assume your 273,000 BTUH includes all the Heat of Rejection from the refrigeration equipment.
Tons = 273,000 BTUH) / (12,000 BTUH/Ton) = 23 Tons to be rejected to the ground.

You have to run an energy model. Or, you could (gasp!!!) actually do a quick manual load calc. "Rules of Thumb" like SF/Ton are dangerous. Non-engineers are always looking for Rules of Thumb. That's why they're dangerous: because non-engineers use them (improperly).
