    Where is the question concerning welding - bolting? A structure this size will probably have both welded and bolted joints depending on the design(er).

    Take a look at S6 x 12.5, this would be a standard "I" beam, possibly a design firm used this designation vice the standard callout. Same reasoning for the oversize, which should not have much effect on the slip critical joint, though it will be a little sloppy on fit.

    This is probably not feasible, wood screw threads are a taper shape like pipe threads, unless of course you can live with more unthreaded shank.

    Low hardness in fired tubes is not uncommon, the firing process anneals the tube and if its a welded in application the heat affected zone will be annealed from the welding.

    Cold heading the pin will work harden the head. You need to check in a good steel book about what you can harden the 1021 to, safety should not be a problem with the exception that the shaft of the pin is much more brittle as you go up in hardness.

    The welding process and filler selection will somewhat alleviate your problem, but I'd say offhand that you will get best, quick results from annealing the weld affected zone prior to forming. You are losing all the ductility in the heat affected zone from the welding.
