we have an API-620 tank 18ft diameter, 25ft shell height, conical roof, conical bottom and skirt support.
What is the best way to weld the bottom and shell to the skirt?

The liquid stored is Raw Methanol, 150 F. I'll go with you guys suggestion (multiple small tanks). But do you know of any firm that design according to API-620 or any calculations example of a API-620 tank.

I'm designing a roof compression ring based on API 620, the standard provides the equation for the required moment of inertia (5.12.5.8) when bracing is required.
What is the required moment of inertia if bracing is not required?
I'm actually working on a tank with 11 psi internal pressure and .4 psi external pressure.
Can I mix between standards? i.e cone roof internal pressure design per API 620 and external pressure design per API 650 App. V?
