In Sec II part D, allowable stress value are given for temperature limit from -30 to 900 deg C. If the design temperature for any Pressure vessel is min. -100 to -40 or below -30 deg C, then how to select/ arrive the allowable stress?

Please let me know, why there is a thickness variation in column shell sections at same design condition. Like bottom shell course have more thickness and IInd may be same or less and so on.

As per the ASME heads thickness formula for various D'ends, there is variation in thickness for same design conditions. Can anybody explain me the reason for that.
