Code (ASME IX) mentions that welders shall be qualified by mechanical testing. It also says welders may be qualified by RT.
My doubt is who decides which one to follow?

I want to weld a non pressure part (thickness 10mm) to an impact tested vessel of thickness 60mm (P1G2)in service having originally undergone PWHT. Can I weld it without PWHT. What sort of procedure qualification will be required for this.

Is there any problem if WPS requiring PWHT (say 2hrs @720degC) is used for metal of lesser thickness(say 8mm -not rquiring PWHT)for P4 material. Is there any requirement of minimum value of hardness -will long pwht on small thckness affect its UTS or any other property.
