I am trying to tap an additional load from a particular transformer. My co-worker told me he has done that before and that should work but I just want to have more opinions.

I dont know if this is a NEC rule, but in this company most of the MCC or Bus or Breaker are only used up to 80% of their max or ratings.
For example, a 600A MCC is only used up to 480A.
My question is this:
1-why do most people use it up tp 80% only?
2-What will happen if I used it up to 90%...

I have an existing mini-sub with a Kwh meter that was never wired on its secondary (480V).
But now we have to wire it. Does anybbody know what kind of CT do I need for it?
The mini sub is rated 2240Kva, fla 2695A 13800/480V.
