    embankment construction

    I have a contractor who insists that he can construct a small dam wall with a scraper. The specification calls for screening out material larger than 75mm - for obvious reasons. The contractor insists that he can use a scraper to run out rocks bigger than 75mm diameter. How feasible is this?
