    Ballast at grade crossing

    We have encountered a small problem, Is the necessity for ballast use is to drain the water, because if so, this mean we could use finer grade and compacted rock at a grade crossing because water just flow ON the road and never gets into the ballast at this section... Tell me if I'm wrong
